Shipping Glossary

ATMS (Automated Traffic Management System) is the Department of Energy (DOE)'s system to route and rank carriers. This is the DOE's automated system to manage functions of shipment movement.

CBL (Commercial Bill of Lading) has replaced the GBL in every aspect. This is a laser printed document.

CMOS (Cargo Movement or Storage) is the Air Force in-house system linking to the ETA system to manage commercial freight transportation.

CONUS (Continental United States) is the area of the United States located between Canada and Mexico.

DCMA (Defense Contract Management Agency) has regional offices across the United States. The DCMA manages transportation functions of government contractors and rates and routes shipments using the GFM system.

DoD (Department of Defense) includes all military branches including: Army, Navy, Marine Corps, Air Force, Coast Guard, National Guard and Reserves.

ETA (Electronic Transportation Acquisition) is the automated system that routes and ranks the carrier's tender.

FMS (Foreign Military Sales) are shipments to a foreign government that are repair or replacement parts. These moves are on separate tenders and most often move to a port.

GBL (Government Bill of Lading) is the multi-part document used to procure shipment charges and related activities with commercial carriers.

GFM (Global Freight Management) is the Army DoD freight manager system that links to the ETA system to manage commercial freight transportation.

GSA (General Services Administration) includes civilian (non-military) government agencies. GSA manages transportation functions for some agencies and the GSA depots in Stockton, CA and Burlington, NJ. Some government agencies such as IRS, the Dept. of Energy, and the Dept. of State manage their transportation in-house.

ITMS (Interagency Traffic Management System) is the General Service Administration's (GSA) system for routing and ranking transportation carriers. Carrier rates are submitted once a year into this system.

MTMC (Military Traffic Management Command) is the traffic management command group for the DoD. It sets policies and rules, accepts tenders, and monitors all of the DoD approved carriers.

Power Track is an online payment management system developed for the DoD by US Bank. The Transportation Officer can create a CBL, route and rank the shipment, and award the shipment to a carrier. When the shipment is delivered, the carrier's EDI electronically sends information to Power Track and invoices for the amount tendered to the carrier. If there is not a match with the amounts entered, carriers and transportation officers can supply information to each other to resolve the discrepancy. If the carrier and shipper prices match, the carrier is paid electronically within 72-hours.

PPSO/ JPPSO (Personal Property Shipping Office / Joint Personal Shipping Office) is the location that routes household goods from a DoD installation. Usually this is located in a separate location. Users will need a paper copy of the Roadway tender. JPPSO refers to a larger office that handles multi-service moves in a regional area of the country--often several states.

SPLC (Standard Point Locator Code, sounds like "SPLICK") is the nine digit code assigned to all DoD locations. A SPLC is assigned by branch of service and geographic location in the U.S. It is an important component of DoD's rating and routing system, and it is critical that we have the correct SPLC on each tender.

Tender, Tender of Service is the basic pricing agreement with a DoD installation and contains the rates, rules, accessorial charges and type of equipment provided. Usually in effect for a one year term, but can be modified at any time.

TMSS (Transportation Management Software Solution) is the new system for the GSA to replace the ITMS. It will create a CBL and route freight and rank carriers in a web-based environment.

TO (Transportation Officer) is the person at DoD locations who functions as a traffic manager. The TO is responsible for mode selection, proper packing, CBL preparation, and safe and secure handling of the shipment.

TOPPS (Transportation of Personal Property, Storage) is the automated system that the personal property shipping office uses to control and manage movement of household goods. The officer enters the Roadway tender into the system.

TTC (Tailored Transportation Contract) is the 3-year transportation contract that replaces the Guaranteed Traffic contract. This program has key DoD locations bid shipments to carriers and 3PLs. Locations are grouped by geographic origins and destinations.

Virtual CBL is the automated electronic version being adapted by many government agencies.
